An Introduction of Taipei City’s Policy of Unpermitted Building Additions and the Results of Dispute Mediation 

This essay begins with the history of building additions without permit in Taipei city, explains the policy and the difficulties of the policy enforcement. It also proposes a vision for the future. Hopefully people of Taipei will support the policy and the efforts of the city government.

臺北市之違章建築為都市畸型的發展狀況，原因在於違章建築在處理上，常面臨各種樣態，有的是因房子老舊漏水、有的是為防盜等理由搭建，有的於要拆除時，則因有懷孕、喪事、重大傷病等家庭因素，或是經濟弱勢等一時無法配合執行；唯一是透過民意代表陳情，使違章建築之數量越來越多，公權力無從伸張，影響市容景觀及住戶的公共安全問題，臺北市於2020年2月10日成立全臺首創的違章建築爭議處理委員會，民眾可透過該平台陳述意見，使違章建築處理的業務趨於正常作業，去除關說、規避拆除等困擾。 本文從臺北市違章建築歷史沿革，分析本市違章建築演進，並說明臺北市政府在違建處理上所面臨的困境及重要政策執行，進而提出未來展望，期望能讓市民瞭解政府施政上的努力，於政策推動上更能獲得支持。
