性產業、法律規範與都市規畫及更新息息相關。而在這探究及辯論的過程中，則提供了政府及空間專業者平衡觀光發展、利益分配、引發公民討論並且發揮其社會正義角色的機會。

項目背景以及調查目標
荷蘭阿姆斯特丹市的紅燈區舉世聞名，每年都會吸引大量旅客前來參觀。然而近年來阿姆斯特丹市政府卻對紅燈區的國際「名聲」感到相當頭痛，自2007年推動「聯合專案 1012計畫」以來，阿姆斯特丹市政府已花費數千萬歐元從市中心紅燈區內一位主要地產大亨手中買下一批女郎櫥窗，期望藉此縮小市中心的紅燈區範圍，並期許未來能更大幅減少櫥窗數目，打破當地色情業與犯罪集團糾結的網路，改變當地文化與產業結構，並提升阿姆斯特丹市市中心的形象。
