全盤皆輸的農地與農舍政策 文／楊重信 今日之水田流失、農地種假農舍、農地分割出售或蓋農舍後出售、非農民住在耕地上、農地與農舍炒作、農地價格飆漲、農民耕作意願低落、農業生產與生態環境遭破壞等現象，已經危及到當代與後代子孫之生存基礎…… 台灣土地總面積為360萬公頃，其中，平地96萬公頃（占26.7％）、坡地98萬公頃（占27.3％）、高山167萬公頃（占46.0％）。2013年農業用地（農林漁牧用地）面積為221.2萬公頃，佔全部土地面積之61.4％。2013年農業統計年報之資料顯示，可種植作物之耕地（狹義之農地）面積為799,830萬公頃，佔全部土地之22.22%，占農業用地之36.16%。依據農業發展條例（以下簡稱農發條例）第3條第11項之「耕地」定義（以區域計畫之非都市農牧用地為準），2013年之耕地面積為814,839.68公頃，佔全部土地之22.63%，占農業用地之36.84％。 |
