Architects’ Professional Liability Insurance in Germany: Practical Implications of Insurance Assessment Forms

Germany’s HOAI (Fee Structure for Architects and Engineers) divides architectural services into nine service phases, enabling insurers to assess risks and underwrite policies more precisely. This essay examines how the organizational structure of architectural practices, building types, and service phases affect insurance premiums and the determination of liability. Before introducing mandatory professional liability insurance, Taiwan should first establish clearer divisions of responsibility, appropriate time periods, and a tiered insurance framework.
