公元1993年，台灣進入「高齡化社會」。24年後的公元2017年，65歲以上的老人到達總人口的14%，將邁入「高齡社會」，成為正式的「老人國」。再過8年的公元2025年，就會成為有夠老的「超高齡社會」。而且，公元1949年的台灣戰後嬰兒潮世代，於公元2014年開始退休，老年人口將由公元2015年的276萬人增加到公元2025年的475萬人。台灣老年人口數的急速增加，使得長期照顧的需求更為迫切。
