Centered on “trust,” innovative policies such as the Eight Arrows of Urban Renewal, public-led redevelopment, and structural maintenance are promoted to enhance spatial connectivity, population mobility, disaster resilience, and intergenerational well-being. These measures respond to challenges of aging and climate change, aiming to build a safe, sustainable, and livable Taipei where the city and residents co-create a better life.

城市的進化，從來不是冰冷的鋼筋水泥疊加，而是依靠住在這裡的「一群人」共同成就。在這場城市蛻變中，「信任」成為了最核心的共同語彙，並透過都更前的知能培力以及公辦都更7599專案等「都更八箭」創新政策，突破都市更新的藩籬，在光陰的紋理中全面深化空間串聯、人口流動、防災韌性及全齡共好等維度的城市發展，重新構築臺北這座韌性的幸福宜居之城。

從「拆除重建」到「共同創造」的都市再生願景

都市更新前的知能孵化
都市更新往往是一場耗時多年的長期抗戰。面對門檻較高的法規與觀念，民眾常因資訊不對等而產生極高的溝通成本。因此，在真正踏入都更實戰前，更新處透過「Open Green打開綠生活計畫」、「都市再生學苑」等培力計畫為市民賦能。從「微改造」鼓勵民眾重新認識自己長期居住的社區，引導地方民眾練習討論公共議題及凝聚共識，透過一連串的都市再生行動，將環境再造及生活想像融入日常，在改造實體空間的同時，讓市民對區域發展有更清晰的願景，為未來的都更打下堅實的信任與知識基礎。
